Through cards from the display, they receive pavilion tiles and build them on their Senate Square tableau. When covering certain spaces on the tableau they gain special abilities which can be used during the game.

Building the pavilion tiles in clever ways and using the abilities at the right time will make you the winner of Helsinki.
